Robert Burns

Robert L. Burns, Jr. is a member of the firm's Energy Section and focuses his practice on environmental law and its intersections with development, construction, commercial transactions, litigation, manufacturing, waste and natural resources issues, including coal, natural gas and other energy areas, including the environmental and developing regulatory framework affecting Marcellus Shale development and operations.


Brian Clark

Brian Clark has a diverse practice that spans over 25 years and covers three primary areas: environmental counseling, administrative and toxic tort litigation and governmental relations.


Shawn Gallagher

Shawn N. Gallagher represents both private and public clients on a variety of matters, with particular emphasis on land use, zoning, energy, environmental and land development matters. Shawn has been selected for inclusion in Pennsylvania Super Lawyers® Rising Stars (2008, 2010, 2012 and 2013).


Daniel Garfinkel

Daniel C. Garfinkel’s practice encompasses a variety of commercial litigation matters. Handling litigation matters in both state and federal court, he has represented commercial clients through all stages of the litigation process. Daniel focuses much of his practice on matters relating to energy and natural resources, representing coal companies and oil and gas exploration and production companies in litigation matters throughout the United States. He also has experience representing municipalities in a variety of matters ranging from contract negotiation to litigation.


David Gould

David Gould assists startup/emerging companies and technology providers of various types ranging from biotechnology and manufacturing to IT in connection with the financing, selection, acquisition, disposition and use of technology.


Megan Haines

Megan S. Haines concentrates her practice in oil and gas and environmental matters. She has also represented clients in construction, land use, insurance and toxic tort matters.


Terry Heubert

Terrence Heubert has been advocating for a variety of interests in Washington, D.C. for 15 years, focusing mainly on health care and transportation and infrastructure work. He has experience working with both the Pennsylvania and federal governments and has represented clients from across the country, including local governments, transit systems, airports and ports. Further, Terry has done significant work with health systems and health insurance plans, including work with CMS payment regulations, competitive bidding, telemedicine and star ratings, among other things.


Heather Hurst

Heather A. Blandford focuses her practice on energy and natural resources law with a particular emphasis on oil and gas transactions, coal transactions, mineral title work and environmental compliance for the Marcellus Shale and coal industries.


Will Le

Will Le is a government relations professional in the firm’s Washington, D.C. office. Having worked in Congress and at a federal agency, Will has experience in the legislative and regulatory process, providing analysis to clients relating to health care, appropriations, taxes, defense and energy issues. He also has experience in the electoral and political process, as well as agency grant-funding process.


Brendan Lucas

Brendan Lucas focuses his practice on energy and natural resources law with an emphasis on commercial real estate transactions, zoning and land development. He has experience negotiating, preparing and reviewing complex transactional real estate agreements. Brendan also serves as the solicitor for several municipalities in Western Pennsylvania.


Raul Mendoza

Raul Mendoza, a previous summer associate in the firm’s Pittsburgh office, is a graduate of Duke University School of Law, where he was the senior articles editor for the Duke Environmental Law and Policy Forum.


Sean Moran

Sean Moran chairs Buchanan’s Oil & Gas practice group. Sean focuses his practice on business transactions and commercial matters for the oil and gas and other energy sectors and related industries. He has represented upstream companies in a wide range of matters including mergers and acquisitions, joint ventures, acreage swaps and exchanges, farmouts, mineral title diligence projects, debt and equity financings, syndicated investment programs and commercial transactions.

As the former co-chair of the firm’s Energy and Environmental Section, Jim founded and co-managed the firm’s integrated energy, environmental, utility and natural resources practices including the Oil & Gas, Coal, Power Generation, Renewable Energy, Utility and Environmental Practice Groups.


Kim Pizzingrilli

Kim Pizzingrilli is Co-Chair of the firm's Power Generation, Renewable & Utility Practice Group and has more than 28 years of state government experience – 15 years at executive level positions.


John Povilaitis

John F. Povilaitis focuses his practice on administrative law matters with special emphasis on energy and public utility law. His practice ranges from proactive counseling to litigation before administrative agencies, and appellate matters before state and federal courts.


Kathleen Ryan

Before joining Buchanan, Kathleen was an associate attorney at Chesapeake Energy, one of the nation’s largest producers of natural gas. While there, she gained experience researching and clearing title for land parcels in the Marcellus Shale region and provided advice on corporate legal issues such as delinquent taxes and property liens, mortgage foreclosures and intestacy problems.


Alan Seltzer

Alan M. Seltzer focuses his practice on domestic and international electric and gas matters with a concentration on transaction issues and litigation/appellate matters before various state and federal courts and administrative agencies. His current emphasis is on obtaining the state regulatory approvals for the merger or acquisition of gas and electric utilities, and addressing the real estate, regulatory and financing phases of renewable energy project development. He is Co-Chair of the firm's Power Generation, Renewable & Utility Practice Group.


Brian Wauhop

Brian C. Wauhop is an associate in the firm’s Power Generation, Renewable and Utility Practice Group. He concentrates his practice on representing clients in a wide range of energy and public utility transactional and regulatory matters. Brian has practiced before state courts and various administrative agencies. He routinely represents public utilities in proceedings before the Pennsylvania Public Utility Commission.


Jim Wiltraut

Jim Wiltraut assists clients through the arduous federal legislative and appropriations process and was recognized in Stars and Stripes newspaper for his talent at navigating clients around Capitol Hill and throughout the federal government. He is not an attorney.
